(CNN) -- Authorities are at the scene of a building in Binghamton, New York, where there are "multiple" shooting victims and hostages are being held, a county spokesman said. Broome County Director of Emergency Services Brett Chellis said there is an "active" shooting situation at the American Civic Association, and that several law enforcement agencies are at the scene.
Chellis did not provide numbers of victims or hostages, and had no further details.
Pressconnects.com, a local media Web site, said at least four people were shot and about 20 people had been taken hostage.
Binghamton is about 75 miles south of Syracuse, New York.
According to the United Way of Broome County Web site, the civic association assists immigrants and refugees with immigration and personal counseling, resettlement, citizenship, family

Hopefully it ends well, but it doesn't look good.

you know what..i seriously think that gun licenses should not be given to anyone with a criminal record..also there should be a psychological test to evaluate mental stability too..which the prospective license holders should pass before they could get a license.

Agreed. Ex-cons have abrogated their right to own firearms the moment they break their social contract (aka commit a crime).

And I partially agree on the psychological evaluation. It has to only weed out the insane and unstable. Many people have minor psychological or neurological problems, which should in no way prevent them from owning a fire arm.

And at the topic, it's really lamentable that this has happened. I don't understand peoples wanton desire to kill total strangers, or even acquaintances for that manner. Why don't they just kill themselves and save everyone else the pain and suffering implicitly connected with such horrific actions.

Really? Perhaps it would take guts to kill the 13 people and then face jail for life/ death sentence and a massively guilty conscience for the rest of your life. However, killing 13 people, knowing that afterwards you will just blow your own brains out takes no guts at all.
