In Civ4, raiding can be an effective strategy because it will destroy valuable improvements and/or cut off access to strategic resources. Plus the raiding nation garners gold for destroying enemy improvements and towns. Let enemy AI units ride roughshod in your territory and you'll regret it!
In Knights of Honor, raiding could be an effective way of increasing your wealth while at the same time setting an enemy province's economy back for a long time!
In ETW, it appears that CA wanted to finally include raiding as a strategy in Total War, but lacked the imagination or confidence in their AI and/or engine to make it actually work as an effective strategy! Personally, raiding in ETW should either destroy the town improvement or make it lose a build level. Plus the raiding faction should be awarded money for destroying improvements. That would make it an effective strategy! However, my guess is that the CA's AI probably couldn't handle a human player raiding its improvements, and it would degenerate into a player cheat.
