do i really need to update steem?

I have just bought the game, and the first thing that happens when i try to install is that it wants to update steem and failing.
This error comes when i try to update:

Steam.exe (main exception): Unable to load library Steam.dll

According to steems homepage i should bypass "my router" and connect directly to the modem, i should aswell try not to use wireless. WHAT IS THIS ! I am working and living on a boat, and all computers onboard are connected to one router, its not possible to simply bypass the router, and there can not be a wire since we are a boat. The internet conection is fast though, especially today when we are moored. all other internet-related stuff has worked fine for me untill now.

1. steem sucks, it should not be this hard to update.
2. Do i really need to update steem to install the game? I dont really want to play online anyhow.

The answer is yes you do need to install steam to play the game. Steam is being used to verify that the game is legal and it's also used to download updates to the game.

Once it's installed you can go off-line from Steam to play the game.
