Anyway of changing settings for an already ongoing campaign?

I am a considerable way in to my campaign but have decided that the option for building to continue without governors is intensly annoying, my upkeep costs are huge as a consequence.

anyway i can alter this without starting a new campaign?

I'm almost certain there should be a checkbox for 'manage all settlements' in one of the option menus. Game Options, I think.
