For $450 you would be smarter to upgrade your existing computer rather then buy a new one. To buy a good gaming computer that would last a few years you would need closer to $700-$1000.
That depends on his Motherboard.
OP: You just need to start out with the best video card you buy. Decent ones are like $150 and higher end $200-250.
You may need a larger power supply for the vid card.
just go to newegg.com and start a wish list. They even have "Gaming" suggestions for the various components.
You can get a new processor and video card and stick of ram.
If you you dont need a Mobo and montor you can get a video card, CPU and a stick of ram for that.
$450 isn't much. Personally, I would go try to save up for at least $700-800. But I can try to make it work.

HDD: Seagate Barracuda 7200rpm 320gb $55
Case: Rosewill R220-P-BK $25
PSU: Thermaltake Purepower W0100RU 500w $60(has a MIR for $20, making it $40)
Video Card: Nvidia 9800GT from XFX PVT98GYDLU $130(includes free copy of Call of Duty 4)
This adds up to a total of $434. Although, you will have to pay for shipping, so make it $450-460 to be safe.
Anyways, anyone is free to change what they see fit.
EDIT: Forgot a few things. First, I got the prices off NewEgg.com. Secondly, I forgot to add a DVD drive. They're like $25, so add in that. Or you can use the existing one that's in your current PC.

Extremetech.com has a $800 gaming computer build that they keep up to date. I built one of those last year. Also sharkeyextreme.com also has builds for several levels of gaming comps.
Does anyone know a good dutch or international company were you can buy cheap parts?

Another thing I should have mentioned before, you should get a aftermarket CPU fan. A decent fan should cost you no more than $35. The one that comes with the CPU isn't that strong, and is usually just the bare minimum for it.
build around your processor as you can always upgrade every thing else but if you buy a weak cpu then you will have to rip the lot apart and even maby buy another mobo...
just look on good sites and look around on e-bay for the best bundles...like cpu,mobo,ram...you can get a decent bit of kit for 100-150..all you need then is a tower and psu..then your away of course you would have to build it yourself but it's easy...i done mine after drinking a full bottle of brandy and it's still going strong..the hardest bit is wireing your usb's up.
oh aye lol and a gpu but just go for a 8800gt (second gen)...there just under a 8800gtx in performance.
