    Default Skullcapped Citizens Amendment

    The Citizen class has always been a feature unique to TWC. Citizens have never been required merely to obey the rules of the site, but were always held to higher standards. I think that as the site progresses, with the horde of new ETW members upon us, it is only fitting that we reexamine and raise our old standards of Citizen quality as appropriate. Therefore I propose this bill.

    Proposer: Simetrical
    Supporters: Justinian, aja5191, all members of moderation staff
    The following paragraphs are added to Section III, Article I, "Citizens", immediately before the current last paragraph:
    Moreover, all male Citizens must wear a skullcap (also known as a yarmulke or skullcap) at all times when using the site. Skullcaps may be affordably purchased at any Judaica store, including online at websites such as http://www.kippah.com/. Members whose yarmulke is temporarily mislaid or damaged, or who are not able to obtain a yarmulke for financial or geographic reasons, may improvise a yarmulke from available materials, at the discretion of the Censor.

    All male Citizens must affirm in writing prior to their promotion that they will wear a yarmulke at all times when using TWC, and such an affirmation may be requested by the Censor at any later date. Furthermore, the Censor may carry out random inspections by web camera or personal visit to any male Citizen. Failure to comply with the reasonable requests of the Censor in enforcing this provision will result in immediate demotion, at the Censor's sole discretion.
    The following Officer rank is added to Section III, Article IV, "Permanent Officers":
    • The Censor - The Censor is responsible for enforcing moral behavior on TWC. He must vigorously pursue Citizens and non-Citizens who are behaving in a manner that would degrade the site's good reputation by association, and cause them to cease their self-destructive behavior. The Censor must be chosen from among the administrators, so as to be able to ban members when necessary and view any information that might be relevant to his duties.

      The Censor maintains the list of Citizens and may demote a Citizen at any time for immoral or inappropriate behavior, above and beyond that prohibited by the rules. Such demotions cannot be appealed and are in addition to those imposed by the Consilium de Civitates. However, the Censor may only demote members in the case of immoral behavior, while the CdeC may demote Citizens for any reason within its discretion. Furthermore, members may re-apply to the CdeC and be reinstated through the normal procedures (although the Censor may then demote them and/or any CdeC members who voted to reinstate them, if their behavior is sufficiently immoral).

      The Censor serves indefinitely, and selects his own replacement should he choose to retire. Due to the necessity of the Censor taking unpopular actions at times, Votes of No Confidence on Censors are not binding, and Censors are not subject to any other form of Curial oversight. Censors may still be removed by the Hexagon Council.

    In addition to the above amendments, it is resolved that Simetrical will serve as TWC's first Censor.
    I would be glad to hear other people's thoughts on this. It's already been discussed extensively in staff. Of course, I suggested it to begin with, but staff unanimously agreed with the idea, so it's not really just my proposal.

    I would like to particularly thank Ferrets54 for inspiring this proposal with his thoughtful suggestions. I don't think it's currently necessary to require beards, though, especially given the age groups we're targeting.

    I do have a skullcap, my grandfather gave it to me, who got it from his friends he was helping to hide during the world war. I can wear it occasionally, no problem, so I support.

    PS I also have an armour helmet from him, and a fez from Turkey. I shall switch them in a random fashion, when I'm switching forums, is that okay?

    I'm astonished and pleased to see this level of support. I think that even if all Citizens who haven't yet voted would vote no, this would still pass, so perhaps it could go into effect immediately. But it's probably best to wait for the week to end, I suppose.
