    Default Down tools and on strike?

    Sometimes when I conquer a city it tells me the next turn that my workers have downed tools and gone on strike. Then, half a stack of infantry comes to my city takes it over and I have to fight back for it. How do I prevent them from going on strike. I cant seem to do it

    You have to keep a strong garrison in the city and make taxes exempt in most cases until public unrest settles.

    I wish there was an option to impose martial law, that would be so awesome. Strike busting by force is the way to go.

    i would think garrisoning forces would be considered martial law.

    Open up the city screen and either lower or upper classes will be unhappy.

    In a newly conquered territory turn off tax, and repair the +happy buildings and leave a garrison (any unit does it, but Dragoons are best) in the city and you should be fine.
