governments in empire
Ok! I'm like playing this game slow and well, strategically. I've noticed that given time your ministers get more skilled in their job. However I see them losing to the opposition every election, which I don't like. I know perpetual war raises their ratings but that does not suit my style of playing. Cutting taxes does help a little, but not enough.
What am I missing out on? The manual is not very helpful at this point!
I'd like to build the ministers as the bonuses are interesting to get. ( More repression, less expenses and more income)

If you want to build up your ministers to über ministers, you pretty much have to be an Absolute Monarchy. This way you can fire and replace ministers as you choose, and you don't have to worry about elections.

You really want to drag ministers around from post to post so their traits match their jobs. Also kick the least desirable minister each turn to add into the shuffle pool. The "Popular Opinion %" figure I think is directly related to how well they will do in the next election. If your government has a 35% approval rating, expect a lot of "black hairs" in the next election results.
White hair = incumbent, Black hair = opposition. Now that's a dress code!

Thanks for the replies from both of you. Spraetter: You're linked article was very good and informative.
To me it seems like the only factor really determining the approval ratings of the ministers is whether or not you're in a war and winning? Taxes have some effect but not much. ( GB as constitutional monarchy ) This is annoying. I've conquered other nations and regions and rather substantially improved the lives and conditions of that population as well as my original regions, and that seems to have no effect on approvalratings.
To me it would make sense that my population would show at least equal appreciation to a government that puts food on their table as to one that constantly sends their husbands and sons home in pieces after yet another war on another continent. Is this factor really not present in this game?
