You can either look for the coordinates of the black dot representing the settlement on map_regions.tga or open the console in-game and type in show_curstat stat to see what coordinates your mouse is over.

They're not wrong, they're just "different", and the only difference is that RTW has it's origin point (the 0,0 coordinate) in the lower left corner of the screen while traditionally most image viewers have it in the upper left. But you know the height of map_regions.tga and it's not hard to subtract one number from another.

Alternatively, you can define the troops as the settlement garrison straight away, take a look here.
A habit I've also begun using, which is sort of an after the fact thing but very helpful later on, is writing the settlement coordinates in the descr_strat doc.

If you make a shortcut to the .exe (usually c:\windows\system32\calc.exe), you can go into shortcut properties and set a hotkey there.

Having a problem with garrisoning some units, the descr_strat for the province has the level defined as town, but when I check the strategy map its a village. Was successful garrisoning a town that was both a town in descr_strat and on the strategy map. Tried altering the level settings and pop. for both, the one that I was successful garrisoning changed while the other did not. Tried garrisoned_army, no dice. Probably need to change the strategy map village to town, so that its editable, any suggestions?
The model on the strat map is related to the level of core_building make sure you have the appropriate level of core-building. Also make sure you have -show_err turned on as it may shed some light on the issue.

My apologies, I'm a novice, could you clarify further.
Not completely sure of your meaning.
Region 3 diplays as a town on the strategy map, and was successfully garrisoned.
Region 4, as well as others, displays as a village on the strategy map, and will not garrison or upgrade.
Unless your comment refers to another file, any insights?
