Is it possible to script two factions to always be allied (or maybe set their faction standing to 1 each turn?)
I want to make it so two factions will never go to war.

Would that also work if you have crusades / jihad ?
Catholic factions might go to war with allies if the Pope requires it?
Also there's the problem of loyalist revolts - if you get revolts in one city and it reverts to its original faction that sets of a war between it and the most recent owner.
Would it need a diplomat to arrange a ceasefire in those cases?
You can script diplomatic stances. That way you would be able to set factions to allied/at war by script at any point in the game. But You cannot prevent the AI from trying to change that.
For example, you can script in that Rome and Carthago will be at war when the Romans attack Messana (example from EB), but you cannot prevent them from instantly making peace again the next turn. This would require a loop that they are set to war each single turn when condition X is meat. The AI would most likely react by making peace every single turn.
So it only realy works for the players faction, or when you make sure that faction standing is set accordingly, plus that the state of war makes sense for the AI according to campaign.dmb
Define "got to war". As said, you can script them at war but you cannot force the AI to do anything hostile.
