Lack of building slots???

Hi

I've recently been playing as GB in ETW, and noticed no matter how large my population gets in small regions, no building slots appear? Like Ireland, I've got a population of 8 million+ (More then London at the start of the campaign) and i still cant build anything like a barracks, or an arsenal. Why is this? In other TW games, your cities would grow as the population grows. Does anyone know if its possible for minor settlements to grow in to major cities at all, or do they all stay the same size permanently?

I believe only certain settlements are allowed to build those key buildings such as barracks and foundries.

I think CA wanted this so that you could'nt recruit everything from every province; hence making some provinces more important than others.

Seems odd in that context given Dublin's status as one of the more important cities in the region, one of the most populous in the British Empire, and a contributor to a huge proportion of the army.

In gmae turns dublin isn't that usefull, in my UK game i basically ignored military buildings in scotland and ireland, everything was built in london.
