diplomatic 'tooltip': how to get to it consistently?

I am wondering if anyone is consistently able to get the diplomatic 'tooltip' about the reasons behind the AI country's attitude towards yours? If yes: then how?

I would get very inconsistent results in the diplomatic menu: at times, hovering over a country would produce the tooltip: the the next time, it would not...

Have your country selected, then hover the pointer over the country you are interested in.

well... that's what I am doing but at times, the tooltip would come up, at times (actually most times) it would not.

Depends on the mouse, the dpi and the surface maybe? Hover and let go completely?

Meaning the problem is on your end, not in the game. =)
