You can use a simple movie maker to edit and fraps to record. Im going to assume you already have a mic and have a program to record your voice. With all that, you can make a pretty good commentary.

I didn't think Windows Movie Maker could record your screen and make it into a movie file--don't you have to import an existing movie file?
All you need is FRAPS, a microphone, and the aforementioned WMM. FRAPS records the footage, and you edit it on WMM. You can do the commentary and actual video recording in seperate stages.
