British AI Cheats

Has anyone ever noticed how the AI when using the British always gets the 13 colonies to join them without having to do anything.
For a human player playing as the British to gain control of the 13 colonies he or she has to capture 2 cherokee territories, and one iroqouis territory.
The computer though seems to be able to get the 13 colonies to join it in a decade without actually capturing anything.
I think CA probably did this on purpose, but i absolutely can't fathom why, maybe it's because the AI can't ship troops over to the Americas?

It's not just the British AI, the Spanish and the French AI get the same cheat.
