Instigating a revolution in foreign nations?

Just a quick question, can you instigate a revolution in foreign nations? Meaning pump money into rebel groups to start a revolution, providing them with weapons and etc?

I guess revolutions work for the Ai in the same way they work for you, meaning that the public order in the capital is critical. If you want to start a revolution you will have to damage buildings of entertainment, repression etc.

There is no way of funding rebels.

With enough highly trained rakes you can provoke a rebellion yes.

I was thinking about doing this with missionaries, although that would be a pretty slow process. Rakes and missionaries may be the right idea.
