    Default 1780 riots

I'm England on the long campaign, When my capital rebelled I chose to side with the Monarch and quelled the rebellion. But now every other turn my capital gives me a letter of demands, Am I suppose to reform because it's acting like im delaying the inevitable.

Pretty much. If your capital is rebelling, you probably should have intentionally caused this, because if you don't, you're going to have problems. What's more, if you side with the establishment and stomp the rebellion, this really does nothing to solve the underlying problems that prompted the rebellion in the first place: At this point, you must either lower taxes, increase garrison suppression, or demolish a town to replace with a happycamp. Siding with the rebels will change your national government to a type that makes the group that revolted happier. If you artificially provoked them, this may not solve your preexisting problems.

If you yourself want a Republic, you can take efforts to provoke a revolution in your capital (raising taxes, building schools, researching Enlightenment techs, removing garrisons etc.). When all those variables are under your control from the start, its very easy to solve them again post-revolution.

    England? Republic? NEVAR!

Just ignore the threats and put more soldiers in the capital, if you get a rebellion, put them down like the republican dogs they are.

You could knock down the schools and build churches/pleasure gardens instead though if you like to pander to the lowly masses. I prefer my way though
