In the instant battle the French in late period have the current flag in place of the Fleur Des Lies flag, although I don't know how to cause one myself the manual/ Adviser says that there is a way to support the revolution if it occurs and you receive a set of cities that you have to capture in order to win the revolution but if you don't succeed then you lose the campaign. This is just my opinion but I would assume it has some basis for fact.
you have to overtax the lower class while exempting all other regions except the capital region from tax. then move all of your forces out of your capital city. in a few turns, you will have a revolution and you can choose whether to be loyal to the throne or join the revolutionaries. you are then given an army (and a pretty crappy army too, which is why you move your troops out of the capital) and you must take the capital city. if you are moving to a republic, the flag will change
