Are Goorkas and Amazons supposed to be available to all factions?

In my game, Goorka and Amazon units are available to all factions.

Is this supposed to be this way?

Or are only certain factions supposed to have them?

Any faction that controls the proper territories should be able to recruit both units, so it sounds like your game is working as it should.
