A new system or an upgrade?
Im not sure should i upgrade my old system anymore, that barely runs the game properly, no ctds for me tough.
My specs now, Asus p5b,
Antec sonata atx 450W,
C2D E6400,
ATI x1950xt 512mb pci, Corsair DDR2 2gb.
I know, lol.=D
The possible upgrade would be adding, C2D E8500,
GF gtx260 55nm or ATI 4870 1gb and DDR2 8gb.
So, what do you think, upgrade or build a new system?

get an e8400 oc it a bit, and one of the gtx 200 series cards. Then get windows xp 64 or 32 ur choice. If u go 64 get as much QUALITY ram as your heart desires. If you go 32 get 2x2gb quality sticks and ull b fine.

Do you have stock cooling on that CPU? I mean if you wanted to overclock, you could just invest in a new video card and PSU.

By the looks of it you are using the Case PSU right now, I would def reccomend that corsair PSU. I really wouldnt buy a whole new system, e8500 retails at about 189.99USD, I would really try bumping up the speed on the proc before dropping 189 bucks on pretty much purley clock speed, i mean thats just me though, if your not comfortable with that then by all means keep your peice of mind and buy the new proc.

At the moment I feel like going back to using ATI again. I've been using Nvidia for a few years now (since AMD bought ATI) but there appears to be problems with these cards with old games (Shogun and Medieval Total War) and new ones (ETW).
My understanding is that the ATI cards don't perform at the 'top end' as Nvidia cards but they are certainly value for money in that they deliver 'bang for your buck'.

You don't need the new processor and you won't see much of a difference anyway. Dump the new processor and use the money to get a better video card.
8gb ram is overkill and won't do a thing for the performance of the game, your computer won't even detect the extra memory unless you have a 64 bit OS, you should settle for 4gb and use the money elsewhere.
