    Default Star Forts and Cities

    Ok, two questions:

    I dont understand how star forts become available. I played as P-L and I was not able to build them until the 1760's, but there are no techs related to them. Does anybody know how/when/why star forts are available/unavailable and why?

    And about cities. Why did they make some cities have multiple building slots, and others with just the one? And if possible, how do you upgrade cities to the multiple-slot configuration? I know it is not possible via building the government buildings, because I maxed them out.

    Star forts can be constructed from a general like forts in M2TW/RTW and from a city as defences.

    yes i am aware, as i had generals in the forts long prior to the 1760's... but my problem is that i could not build them until then..............

    I don't think you can see the option as being available if you don't have enough money (6000G)

    I'm hoping someone pitches in some info on the smaller province capitols too. Do they ever grow up enough to be able to start adding buildings other than the capitol building? And, does the military vs civilian line of cap buildings have any impact, other than the oppression/tax and low order troop recruit selections?

    As for star forts, as said you can build them at any time, if you have the money. When you first build a fort, it's a wooden one. For 4000 or so, you can upgrade it to a artillery fort. When that's done, for 6000 more you can make a star fort.

    The cites thing is a balance thing, there are at least 3 types, two slot cities, 5 slot major cities, and capital which can also build admeriality.

    Not a "game killer" for me, but kinda sad, anyway. Part of the fun of TW games is in watching your towns and cities grow up and expand.

    The villages handles part of that, and I do like that idea a lot, but it would be nice if smaller province caps could be allowed to grow up and be "big boy" towns over time.

    I guess it helps factions like France, since they have little provinces in Europe
