Does every potential settlement appear from game start as a village on the map, or do new villages crop up from time to time?

new ones pop up based on tax and population growth levels, you can see that in the region window where at the bottom left it shows which village and how many turns until it grows

I think he means do they show up on the map as a bunch of tents first before they "develop"
