Default Need help with governing really badly

My nation is going crazy basically, I'm trying to build up an army and industry but they all clamor for reform. After many revolts and repairs i decided to build pleasure gardens to replace my schools which worked somewhat

taxes are all at zero and they still clamor for reform and change in government

How can I change my government type without a revolt and siding with rebels, then having to recapture my own nation?

or is there a better way to elimit the clamor for reform?

What nation are you, and what provinces do you control?

Try to research the tech that halves religious unrest, and abolish slavery if it's your lower class.

Republic system receives less clamour, religion can also be an isue if the the locals don't folow the state religion. I usually use a seminary per region, with on university per region, the exceptions large provinces where a plesure garden is needed. The capital region can go with one seminary + a few universities in republic. Revolt is the only way.

You can't change government without a revolution.

I'd suggest setting taxes low enough to keep your people happy, then building up industry before you recuit any non-essential troops. Concentrating on the pleasure towns, as well as the in-city buildings that increase repression etc should allow you to set taxes higher. Build cheap troops or dragoons (which get a bonus on repression) to garrison your cities.

Or have the revolution... empty your home region of troops and set the taxes high. You should be able to take the capital easily.

I find the best way to avoid a revolution if your going to stay as a monarchy or have gotten way to big to deal with a revolution.

Is to set taxes to medium or high, build as many buildings that increase stability, as well focus on getting those trade routes and maintain good relations with either the Ottomans or the Martha.

As great Britain on VH/VH i have control of all of the Americas, England, france, all of the north african coast, central italy, and spain. As well as the island off of india.

The trick i find is to avoid researching the techs that increase repression but also give more cash.

Focus on military and industry. And try and convert everyone in the lands you take to your religion so you can max taxes while keeping them happy. Btw i am making 50000 a turn in taxes with 69000 in trade, with a profit of 59000 a turn

what really helps and what I didnt hear sofar is replacing the guys in your government, try to get someone with a high rating on Justice, and a lot of people with the trait ''jughead'' or ''bon vivant'' in the government both give +1 to lower classes happiness, that is THE diffrence between continuous revolts or a peaceful nation as a monarchy.

I believe you can drag and drop government figures to switch them around (or force an election, but this has some negative effects) and you can see their traits for the specialties until you get it right.

that's only for absolute monarchy. In constitutional monarchy you can only kick one minister per turn and the substitute is a toss up.
Don't forget religion. I usually build churches instead of pleasure gardens. Also make sure your schools are gone.
