Russia's population is set to drop below 120m by 2050. Bad health habits as well as low reproduction are the main culprits. With this setting, why would anyone wish to move into Russia and raise their kids?

Why don't the Russians try to get their Slavic brothers from Transnistria to move to Russia? The way I see it not only can the plan not fail, but it's a win-win. Let me explain:
1) Russians in Transnistria are even more poor than Russians in Russia. Hell, if you think there is no transparency in Russia imagine being governed by a man whose son owns all the major businesses in the region (the infamous Sherriff company). There is no transparency in Transnistria and the whole place is like North Korea. They are probably the only Russian diaspora that actually live worse than Russians in Russia. Therefore, the Russians from Transnistria will welcome the chance to move to Russia, especially if they are provided with a financial incentive.
2) The Russians from Transnistria are close. They don't need to worry about their friends across the Atlantic; chances are most of them haven't even left Transnistria in their life. For them moving to Russia involves a train ticket and a $100 bribe for the odd Ukranian guard.
3) The Transnistrian Russians are already afraid of their government and don't bring in new "dangerous" ideas of free speech, or free press, or how their president is not their master, so it's all good for Putin's power grip. No screening needed.
4) With the Russians gone from Transnistria, the whole Transnistria conflict will simply defuse. It would be like removing the TNT from a bomb. The Russians are gone and the Moldovans there can finally begin to speak to their government again about reunification.
5) Many of the people in Transnistria are already Russian citizens.
6) Well, I can't lie now can I. Stabilizing the situation in Moldova by dealing with the Transnistria conflict will make a Moldova-Romania reunification all the more simpler.

So what can I say, it looks like the perfect arrangement! Russians get to live better, Moldovans get a more stable country, and the Romanian dream of "one people, one country" can be revitalized! Everybody wins! Heck, you can take the Transnistria factories with them too so they're not out of a job!

EDIT: Yes, my writing is a little tongue-in-cheek, but I am actually very serious. Relocating the Transnistrian Russians is the plan that is the most likely to succeed and will defuse the Transnistria conflict. Most of them were moved there by the Russian government anyway 50 years ago, I don't see the big problem of moving them again.
