I believe rain causes more misfires until you get Percussion Cap.
In navel battles i think it affect how your ships, more wind and bigger waves makes it harder to control your ships.
Has anyone actually had a misfire? I have yet to see a misfire.
Well, with hundreds of guys firing, it's hard to spot a single misfire, but I have seen someone fire and then nothing happens.

Out of the things CA promised that they said, 90% of them were BS
Notice that when you fire your ship's cannons (slow-motion) not all cannons actually fire their cannonballs
ps; does anybody knows wether misfire hurts your own ship?
I've seen a couple of battles where my ships weren't hit but they did got very very minor damage...
E:TW's natives have developed a new "Ballistic Automatic Detection And Seeking System" to utterly annihilate any European that sets foot on their soil... That's BADASS for short!
ive seen my units miss fire multiple times
mind you it was a sunny day when i saw it

Wet weather is supposed to influence gunpowder units -it increases chances for misfire. I think that indeed happens although it is hard to tell when hundreds of soldiers fire at same time. Other thing is cannonballs. In dry weather thay bounce off the ground, and when it rains they just stuck where they hit the mud.
And one more thing, sligtly off topic: in most of my land battles it rains. Usually it starts with nice dry weather, then light rain starts and it changes into heavy downpour. It happens during winter battles (I have rarely seen snow, its usually rain) and, really annoying, it happens in desert battles in Algiers. Rain in deserts...
Indeed, naval battles are almost always sunny and calm. I say "almost" because, and I know it is unbelievable, I actually saw one foggy naval battle. I played maybe hundered or more of these battles and one of them had bad weather. It is safe to say that 1% of all naval battles has not-clear and sunny weather. They should balance that in some of the next patches.
I have had no misfires throughout my entire game. No guys having their guns malfunction, not artillery pieces explode, nothing.
I havent had an arty piece explode. But I've had tons and tons of misfires. I figured it was due to all the rain, damned american winters
Dude aims, goes to fire but nothing happens. Shakes/hits the gun a bit, trys again. Sometimes it keeps going more than once, usually with comedic exit wounds to show for it.
