I've been using this manager for quite a long time but suddenly it doesn't work anymore. The codes are still the same but the window will not open and I can't add any new mods or change existing ones. I've tried re downloading it but it still doesn't work. Is there anything I might be able to do to have it working again? Thanks.

I do not have any square where to click to choose my mod ......and I have microsoft.net framework version from 1.1 to 3.5 ( what I'm seeing on my control panel)
and of course I do not have any user script....

Yes i using vista. So my protection system blocked the mod manager.

I have turned off Windows Defender and now that I have made it so there is still no mods on the mod manager.

Is there a mod Manager and Packfile manager specifically for RTW also? If so can you post the thread. I've looked for quite sometime, but there is just way to many threads and info on this site to find the info you need.
Somehow your Empire installation is broken, did you move the folder it is contained in? It should be placed in the "Program Files\Steam\Steamapps\common" folder, which prevents this error because it allows writes by all users.
