Recruitment problem - help or explain please !

Hi all!

Im playing Templars Knights, is turn 25, I do have, 8-10 cities/castles and I can recruit only Sailors and Peasant Archers, sometimes I can retrain some stronger foot unit, I can't even retrain any horse riding unit.
How or what to do to be able to recruit stronger units (not mercenaries) - could You help me please ?
