How is Obama being disrespectful here?
Note that he describes the constiution as 'essential constraint'.
What he seems to be criticising is that the Constitution says what the Federal Government shouldn't do, but never gives any hint for what the Federal Government should do.
And what he's complaining about in relation to wealth redistribution is that a large amount of the American economy prior to the Civil Rights movement was made by black people for white people, but no money ever got given back.
This is a complaint about the Civil Rights movement's specific areas of focus, on the specific people in government at the time and to how the Constitution has been interpreted. It is not a complaint about the Constitution itself.
Btw, the phrase "negative liberties" is referring to the fact that the Constitution is incredibly negative in tone. It, as i said before, tells people in government what not to do, but gives them no instruction on what to actually do. This leaves alot down to individual interpretaion, and it's this interpretation that he criticise, not the constitution.
Also, Don't read the yellow text. At all.
Just listen to what he says in its context without paraphrasings. It makes alot more sense, is alot less radical, and generally is more sophisticated.
