need help remembering the name of a game

OK so I played this game about 6 years ago, so I'm gonna try to describe it as best as I can remember.

It is a strategy war game with only 2 alien faction to chose.
One is a clan (looking like bears). The other is a clan (looking like birds)

You get to design your own units using given weapons (i remember mortar prism rockets laser claws talons) and stealth,defense,detection systems, bodies, and movement methods.

I also remember that everything was also powered up by a corresponding technology relay which it wouldn't function without.

so that's as much as I can remember. So if anyone recognizes it, I'd really appreciate it. And thanks in advance.

is it turn-based strategy or real-time or what?

what other game does it look like?

"6 years ago" are you sure about this? was it new 6 years ago or?

ok so it is real time strategy.
and I played it 6 years ago, but I think the game has been around for longer than that.

I remember it looked like any RtS game with a minimap, and the regular play map.

You couldn't build buildings. But just made movable relays which could then be deployed as buildings.

And its most special feature was that you designed the units yourself.

It sounds somewhat like IC but didn't IC have more than 2 factions?

That makes me think of a game that I didn't play where you could make your own units, don't know the name. Since it's RTS, there aren't that many. Check a list like Wikipedia for all RTS.
