Hessian infantry, recruitment limit and history

I wondered why they have put a recruiting limit on the Hessian infantry in this game. So I did some research, and it seems that roughly 30000 Hessian troops where sold in to service to the British to help with the fighting against the American revolutionaries.

So I guess one could set the limit to 250 troops, but one never recruits that many anyhow. Anyone's guess as to why CA put a limit on these troops in Empire? They're not better than Colonial Line it seems though.

Each unit in the game is supposed to represent one regiment at roughly battalion-level strength of around 1000 men. As such, the limit would actually be around 30 units of Hessian Line.

The max you can recruit as Britain, in the Americas is 5 units I believe. Looking at their Vanilla stats, I was quite surprised, they were lower than even colonial infantry. Pretty dismal, seeing as they were supposedly "Elite" merc's.

I upped thier stats slightly using the Editing Tool, 35 reload, 45 accuracy, 14 defense, 12 morale, to better reflect their elite status.

Sure I understand Washington and his boys attacked a garrison of hessians in their camp, at night and took them all prisoners, but they were still formidible on the battlefield.
