retrain without being able to recruit.
Is there a way to be able to retrain a unit without makeing the unit recruitible?(sp)

nope sorry - you can get experience / weapons upgrades for a unit you can't recruit - but you can't re-build its numbers unless you can also recruit it.

Or you can make the unit need, say, 200 turns to be recruited, so that even though it *would* be recruitable, nobody would really recruit it. Just make sure the AI doesn't try to recruit that unit and freezes the recruitment line of a settlement forever.

... and ofcourse give enough units at the start of the game (in descr_strat)
