Europa universalis 3 : in nomine(from 1399-18?? never played to the end) is startable in the 18th century and is a really great game and it includes the whole world with every faction playable.
Imperial Glory is the only one that springs to mind for me... Europa Universalis isn't that similar to Total War, at least not on the same level of Imperial Glory.
For a strategic campaign I'd also recommend Europa Universalis 3: In Nomine. If you are looking for a live action tactical game, check out Take Command - Second Manassas. It's an American Civil War game, so it's a little later than ETW, but the tactics are similar. It's an older game so don't expect to be blown away by the graphics, but it's much more realistic than ETW. I played the ETW demo and the battles just feel very arcade like in comparison. There's a demo out, and the full game is only $10, so it's quite a deal. Especially since there are tons of mods and user created maps and battle scenarios all available for free too.

Cossacks is a pretty decent one if not a bit old school.
I just remember the campaign being devilishly difficult!Fun nevertheless.
