Since they're distributing patchs via Steam they simply have to make them save-game compatible. Otherwise CA would create a big mess.
What they can afford to do is that your old campaign won't be patch improved. But I don't really think they'd choose this path.
I would hope for many people's sakes it would be save game compatible, for to be honest, for me, I haven't even bothered to play a campaign yet. When there are such serious bugs as no naval invasions and super passive AI (debatably), why would I bother playing my preferred factions such as Britian, when I know that I can go on a rampage across Europe without the slightest garrison in England for protection?
I'm waiting for some more fixes before even beginning a campaign.

Those issues would be fixed next week if CA would give the moddiing tools they promised, send emails and post to their forums that modders need them.
I personally could care less if I lost my save game data as long as it meant the AI invasion bug was fixed. I honestly feel that the game will be 10x more enjoyable once the invasion bug is fixed. In its current state many of the most powerful empires are not even a threat because you know for a fact that they will not attack. I can't wait to see the major AI controlled factions like Briton and Spain become dominant in my campaigns.
The game is running fine for 98% of people, but 100% of people are pissed of at the AI naval invasions bug, its seriously the biggest problem.
Priority should be with the 100% who're all experiencing a pointless game than the 2% with old computers who are pissed they need to wait a few minutes for the turns or get crashes.

Agreed. What good is a boring, no-challenge game that doesn't crash?
I agree with you 100%, I wasn't saying that compatibility issues should be top priority, I was just say I could understand their frustration. I personally just built a new computer so I have no problems. Although I am a bit frustrated with the fact that the game has some significant memory leak issues preventing me from being able to run the game at the settings I should be able to.
I beg to differ. Firstly pulling statistics out of your ass doesn't make them any more credible and secondly the people that are experiencing issues do not neccessarily have old computers. I for example have an E8400, 4 gigs of RAM and a GTX 280, yet I still get a regular crash while playing as Sweden and the campaign map runs horribly.

At the moment, campaigns are verry borring. Playes with Dutsch-Nation und i have conquert with a very small army (8 units) all provinces round caribic. Its just a sunday-afternoon-walk with kiddies :-) There was no damn army from the spains... where are the spanish-armies? Are they eating some tappas and drinking sangria?? maybe my army can join them to have a party... but its very borring...
I would say it would be save game compatible, but some fixes might have you start a new campaign to see them, like changes in the units/ships at the start of a campaign.

Don't expect much or any AI fixes in this weeks patch. This patch will almost exclusively focus on stability. It will be a few weeks before we see a major AI fix I am guessing.

Ironically, the people on that forum by and large don't seem to be aware of the naval invasion bug, whereas everybody on this forum seems to know about it.
