Trick question. Americans like to donate privately. The Europeans prefer to go through the government. This has been bashed about endlessly in the mudpit and political. You need to combine the two and perhaps the private misses a bunch depending on what stats are included such as worker remitances to family etc.

Now that is funny. Really, quite funny, especially since the majority of European donations go to other European nations to ensure that the Euro stays strong.
Considering that the worlds top NGO's for anything are American based and operated, I'd say that the generaosity of the 300 million Americans trumps the 800 million Europeans even without monetary statistics.
But that's just me...

Only donations to 3rd world countries are considered foreign aid, not to EU countries.

My country alone gives more than 50% of what America gives, and we're only 1/20 the size.
Netherlands+Norway+Luxembourg gives about the same as the US does.
And yes: this is including non-government aid.
