I played a Malta campaign (still going actually) and in my opinion the best thing to do is to capture Tunis, take 5 years to stabilize it, then capture Libya as well which will take another 5-10 years of tax exemption/rebel fighting to stabilize. Move on to Algeria, and repeat... The Barbary states navy won't last long, since they are at war with every major power in the game anyway. By about 1715 their ships are all sunk by French and Spanish ships of the line - all you have to do is keep your meager crusader squadron away from them in the meantime. Once you have stabilized North Africa, figure out which provinces will produce towns soon. Look in the capital at the bottom of the screen to find out when the next village upgrades to a town. Then leave that province tax free until the next village pops up. I got my first town in Algeria in 1733, which I used to build a school so that I could finally research. Of course if you want to convert the infidels instead, build a church school - but that was my second priority. To be honest, if your objective is to grow a village to a town, I think that it could be optimized to be done by the early 1710's. I was just messing around with my campaign, and I got bogged down chasing rebels all over the Sahara instead of worrying about population growth efficiency... Well that, and I sent my Navy out into the world to try to steal from the heretics (protestants) in the new world... which did not go over very well!
