In Russian city Vladivostok local gang attacked Chinese businessmen, killing one and severely wounding two more. A week later their position has been established. Upon approaching, Russian police were shot at with submachine guns and RPGs. Taking into consideration that in the vicinity there were so many apartment buildings, school and a kindergarten and some "wild shot" from these criminals could cause some civilian damage, a decision has been made to storm the apartment.
This is how it went. The first version shown on main Russian TV channel. A clear message to other gangs in the country. Also a payback to the Chinese. Recently they sentenced their own criminal to death for killing Russian tourist girl.
Do not expect Hollywood special effects. This is how it is done in reality.

When police approached the appartment, gangsters fired upon them through the door. All civilians from the building were evacuated.
Negotiations with bandits were going on for 6 hours. On the first storming attempt they answered with RPG shot that hit the next building. Second storming attempt was successful: First snipers shot through the window, then smoke grenade inside. Bandits camo out on the balcony and were shot dead. Next, explosive grenade thrown inside for security. In the appartment were found: RPG, submachine gun "Borz" (home made in Chechnya, uses 9-mm Makarov rounds), one Makarov pistol and one revolver. Killed dudes identified, one born 1981, two born 1985. Here is the video that was censored by the "democratic, free-press loving" western media:

not entirely sure what the point of ur post is though.. ? that russia continues to have major problems? that ur still friendly with the chinese despite some crazy neonazi gangsters killing some of their citizens and (for some reason) fighting the russian military/equivilent of swat or whatever?

Was it on the media as a result of some form of free speech, or does the government run that news station and put it on there?

Goverment sponsors the news stations, but rarely controls them. So probably it was just an idea of news station to make their rating higher or something.

i cant believe civilians are allowed anywhere near the vicinity of the siege. any sane country would block off a pretty large area (relatively anyway.. considering the civilians in this one were just sat there watching across the street pretty much)

oh well, at least that gets us some good footage of gangsters being blown up

Instead of going to museums and watch boring paintings and skeletons the Russian children are taken to hostage sieges to broaden their horizons. Apparently they keep coming back for more later in life to keep up their doze of excitement that Vodka cannot provide...
