how the hell do you change government?

im ruling Prussia that now controls the german borders of 1871 , as an absolute monarch, now we are industrialising everyone is kicking off, all the time. How do you change governments? the manual is bugger all use. the policies tab does not seem to have an option.

Start a revolution in your capital, remove the garrison and charge maximum taxes against the lower classes until their happiness is negative. You should probably exempt all your other regions from taxes so they don't revolt as well. Then when revolution starts side with the rebels and defeat the loyalists and you will be a republic, with new flag and everything.

You need to let your people rebel. after they do select the join rebellion option and retake your capital. Hint : move all armies out of your capital.

Also your gov type that emerges depends on whether the higher or lower class rebels and what your previous gov was.

another option that doesn't affect your other regions is to build all schools in your town plots. A revolution is simply a rebellion in your capital city.

Ok what am I doing wrong?

I am playing as prussia? I want to change Government.

1. I raised taxes on lower class

2. I withdrew all my troops from capital

3. let the army stand down outside the capital terratory

4. I keep getting the messages about high tax hurting pop and riots are braking out. but I never get a option to choose a side ?

What am I missing here?

destroy any + happiness buildings you have and build schools

.......I got my revolution as Prussia in 1710....
Basically research all the techs under ideologies. Capturing cities with colleges as well helps incredibly. Remove ur troops from ur capital and in now time ur lower classes will hate you.

Constitutional Monarchy.

Not worth it IMO. Republic gives you fewer penalties to schools, and ministers are meh anyways.

i just get constant rebellion in morrocco, like every 5 turns and my african brigade just keeps surpressin it, guess they never learn, but im trying to get a revo goin, i researched everything in philosophy..and maxed out schools.
