I am a computer expert, but not in programing, still this tread gave me all the info to get it working. Still an easy way for the rest of you.
I play on 2.5 times the people, so decided to double the arti, and cannons.
First, download the pack file manager, found here.

Next, after you have that setup. Make a copy of patch.pack (C:\Program Files (x86)\Steam\steamapps\common\empire total war\data your exact folder may differ slightly). Name your copy what ever is easiest for you, just add .org onto files I am modding patch.pack.org
Next, run the pack file manager, and open patch.pack
Expand the patch.pack file on the left by clicking the plus. Then expand DB, unit_stats_land_tables, the click on unit_stats_land.
Wait a second for the info to populate in the right window. This should be a standard spreadsheet like look, with various collum and row names.
From left to right, you have Init IDRef, Unit Size, Number of Horses, and then Unknown. The choices keep going, but this unknown is what concerns us. after stairing at the info from this sheet for a while I came the the conclusion that field would be the only logical one to controll gun and crews in the file. I was right.
You can filter the unknown catagory by 4. which is the max number of guns for arti, cannons, pukkle, and the like. I did notice thier were some fort style guns mixed in. I left them alone (for fear of crashing on fort battles).
You can then change the 4 in the unknown catagory to 8, or what ever you would like.
Save the file, close the editor. Launch the game.
Playing with 2.5 the troops, I found 8 to be a great setting. you have about 3 extra troops per gun (incase some on catches a stray bullet or larger), and twice the large shot makes a big differance.
