Parthia Help Please

I'm having difficulties playing as parthia, not expanding and controlling new regions, but basically building things. I never noticed any advantage first of all with going with nomadism. i can hardly recruit any troops, and raise more cavalry from pastoralism.

second, i find that using the client kingdom option doesn't seem to allow me to build higher level buildings that the building tree says i should be able to build, even as large or huge cities.

and not all of the places that i eventually can build reformed pastoralism allow me to build the parthian reform government... and i've yet to see parthian great clan march and i'm getting close to 200bc.

i have a huge empire but do not wish to expand further until i figure out what i'm doing wrong. in some cases i've destroyed the form of government and switch to another to see if it helps.

is there some chart or whatever that i can see how to correct this? or will everything reset if i demolish all the buildings built by other cultures (besides military ones, of course) ?

Going to the Reformed Government is lengthy process.

You need to build Migration, Warrior Horse Herds (something like second tier nomad barracks), a Market and Settled Community. Only then you can proceed towards Reformed Pastoralism and Settled Aristocracy and 10 turns later you can have Reformed Government that allows you to build most advanced buildings and normal barracks.

If you mess up the order of building and build Reformed Pastoralism too soon before you have all the buildings ready for later... you won't even see the reformed government buildings in your queue. Maybe that's what you're doing wrong?

Sorry for the necro, but new thread woulda seemed a bit silly seeing this one...
Question I got, do these regional limits also apply to reformed pastoralism? Because I got all the prereqs for it (Nomad market, Pastoralism, Settled Community) in Khiva, but do not get the option to build it...
So basically I cannot actually build up my starting cities?

Yep, IIRC Khiva and Nisa don't have the reformed goverment ability... It's quite historical... The Parthian Empire actually lost those provinces, and they were never the base of their power, once they started conquering Persia
