if they left, why would they be in the campaign ^-^
if a settlement rebels, lots of common folk garrison it, which would be the neutrals

ya but still all the provinces are one way or the other and their should be neutral ground plus their are rarely any rebellions taking place.

There wasn't really any neutral ground to my knowledge. Dorset and Devon had a large number of clubmen, but they weren't really in control politically. They banded together to protect themselves, not to control the county.
I would have liked to have some clubmen controlled counties, but I just couldn't find any historical basis for it in my research.

the clubmen never controlled any great area of country.they kept both factions at bay for a little while and were then put down with great brutality,by prince rupert in particular.there was no neutral ground,the civil war was a vicious and brutal conflict which resulted in enormous casualtys in battle,and atrocitys were commited by both sides.the rebels were parliament.there is no nutrality in a civil war,if you didnt pick a side one would be picked for you.
