can anyone tell me they have had the same issue... in #4 of the first post you say delete Local Data... but the thing is that window is blanked out for me, so i dont get the option.
anyone else had that prob?
alas i tried deleting the .blob file and it didnt do anything, and likewise trying a few diff severs
yeah i have uninstalled steam countless times, it goes right to the end of the bar at cache thingie screen, the (...) still flashes as if doing something but nothing. i even left it keeping running while i went to work for 10 hours and came back and it hadnt moved. but no matter what i do there has never been an option to delete those files. though i have tried to deleting the .blob file will little success
EDIT: I have now done a complete vista re-install, and yep still have exactly the same problem

whats delete game date? i see delete game content but it says it will delete the folder ive like downloaded 14 gig worth, then i found this yes i bought the game, but if it deletes the game will i have to download the game again?
ive been doing this update thing after install for ages, thats not the pre patch?
I do yes. I'm pretty sure its just trying to download the patch, it says updating not installing. It just seems to never go above 0% (only very rarely).
Just for kicks I deleted the local games files and tryed installing from scratch online and am getting really good download speeds, how very strange
I too am having the same problem. The install goes into the "creating local cache files", the progress bar slowly fills up to 100%, then stays there for, well, I had it on from 9:00 PM - 1:00 AM last night and nothing changed.
I've also tried all the workarounds I've seen (delete the .blob file, delete "local game content" in the Steam client, create a shortcut to DVD drive) and they all get me back to this:

I even intentionally tried to download the game to see if that did anything, and I still couldn't get past this.

I've noticed on this and other forums that some folks think they are actually installing the game from the Steam Overlay.
For Installation, the only thing you do on that Overlay is enter the authorization key.
Then close the Steam Overlay.
Then boot the game disk.
Your normal OS installer should appear.
Select Run and you will go into the Steam Launcher.
Install normally.
You will be prompted to put in Disk 2.
Select Finish.
Close Steam.
Open Steam.
Game should now update.
Select Launch and have fun.
If you are seeing the message "Server Busy" or "Game Unavailable" it is because you are most likely madly clicking away in frustration on the Steam Overly trying to install the game that way. That is the mistake I was making.
Sadly, the manual doesn't do a very good job of explaining the install procedure which is almost too easy.

I haven't really seen anything that looks like my normal OS installer, so that's a little disconcerting...

If it's a clean install, here's where I'll get the C++ and Steam installation, then some "Steam platform" update, then I close out Steam completely, reinsert the disc, then

And on five, it stays there. If I cancel it, Steam locks up, and I have to force close it. Does this even look like the install to everyone who's gotten it to install?
I have to ask the obvious question here... I have the retail box game.
I do NOT want to hook up my PC game machine to the Net.
I use an IMac (and I do not have bootcamp) for my net traffic.
Is there anyway I can install this game without going to Steam?
Is there any place I can get a 'mod' of this game that will install the game.
Aimless... that looks exactly what my installing looks like and NOTHING more, still no further and still no game and even more alarming no solution or response from steam to my email
I was getting the same issue - basically hanging after getting to 100% on "creating local cache files". sometimes giving me a "steam is too busy" error. I was definately installing from the disc.
nothing had been installed - I couldn't right-click the game through steam and delete local content, and the actual empire folder in windows was empty.
Then I found a steam log in the steam folder (steam.log) and opened it up - the latest log events were loads and loads of winsock proxy errors. I also have been traffic shaped (until midnight on weekdays) so figured my slow download speeds were affecting this.
I left it until after midnight, started the install from scratch (killed the .blob, killed any empire folders, made sure all steam ports were opened/forwarded, rebooted etc) and it worked - literally took 20 mins to install, then went into the download phase.
So check your steam.log file and see if there's any errors, check your network connection, firewall, router etc, because if its like mine then when it was "creating local cache files" it was also trying to get onto the steam network to do something, and my slow speed was stopping it!
