Does anyone know how the exterminate city function could be implemented into cities you already own? Like, maybe if you enter any empty city, even your own, you get the enslave/exterminate choices? Maybe as a console command? Any Ideas?

Just pull all your troops and agents out of the city, park them right next to said city and let it rebel, use said troops to recapture it, and voila! You get to exterminate the filthy rebel populace.![]()

I was thinking of more of a glorious slaughter of the dissenters (read: everyone) without having to let them take up arms first. It doesn't make sense to me to have clearly evil and brutal rulers letting peasants revolt when they already have the power to kill most of them. I doubt Ghengis Khan was cool with riots in his cities.
I do not remember if plagues were hardcoded or if they had anything to do with squalor, but if they did, you could let it go up like hell so you'll get plague in your city. Plus it would be very evil.
Elaborating on this, you can always send agents into plagued settlements and ship them back into your target settlement.
Now, there isn't a command to exterminate the population per se, but if you really feel compelled to reduce a city's population with a simple command, then the only way to do it would be to use the following cheat:

You have to do what is known as 'extermination farming'. You get a big enough army outside the city (remember those occasional 9-exp. full stacks that can be generated!), put the tax rate through the roof and voila! They revolt and you storm it with ease, then exterminate. On RS etc, you have re-population centres which sound so much easier. So normally you will have to exterminate by revolting.

So far MaceMan has had the best response, but are there also ways of reducing your global rep in the same way as it would have had you exterminated a large town, via console commands?
I do not think there is anything like global rep in RTW. I believe it is exclusive to M2 at least... However I believe that exterminating settlements may give you 'evil' traits, in which case the only answer is provoking a revolt and recapturing the settlement. I also believe that the kind of units the rebels can get in a rebellion depends on which military buildings you have built in your settlements. You wouldn't want to incite a rebellion in your recruiting cities, since it'll be a pain in the arse to get them back.
the only reason to exterminate a population is if it has been to influenced from another culture right?
Of these facts there cannot be any shadow of doubt: for instance, that civil society was renovated in every part by Christian institutions; that in the strength of that renewal the human race was lifted up to better things-nay, that it was brought back from death to life, and to so excellent a life that nothing more perfect had been known before, or will come to be known in the ages that have yet to be. - Pope Leo XIII
