Z32236’s House Rule System
These house rules are built up based on R.S, but it can be applied to MOD without Senator, such as RTR, EB.
Now I only worked out the house rule for the mid-republic phase, when Rome was growing from the center of Italy peninsula to the power of Mediterranean. It’s start from 280BC, same as in R.S, and will extend to Marius reform.
In these house rules, I will not only focus on military part, as too many systems on military house rules already, but also expand to political system, characters RPG, city management, foreign relations.
Republic Era
Special Notes:
1. The cities are classified into 3 types: Rome, Italy Allied City (IAC), and Province. In Republic Era, only Rome and Provinces are in the direct command of SPQR. The Italy Allied Cities south of River Rubicon are half-independent till the SPQR granted Rome Citizenship to them after Ally War (triggered by Marius Reform).
2. For Rome, there are 5 offices in political life: 2 consuls, 1 quaestors, 1 aediles and 1 Tribune. Maximum 15 senators.
3. For IAC, there are only one general recruited locally as office before Marius Reform. After Marius Reform, the same bureaucracy structure will be introduced from Rome to the IAC, while consuls replaced by praetors
4. For province, the city need proconsul (same as praetors), quaestors and aediles but not tribune as the people in province is not given the Rome Citizenship by then.
Legion Management
1. The army raised in Rome is named as Rome legion. The army raised in IAC is named as ala or ‘wing’ legion. The consuls’ standard army is composed with 2 Rome legions in middle and 2 alae legion at flank.
2. The Rome legion is composed with 5 hastatis, 5 principes, 5 trarii, 2 velites and 1 Equites and 2 General guards (consul general + youngling apprentice). The consul is the command of the whole army of course and other generals also must be from Rome aristocracy.
3. The alae Legion are composed with same infantry formation, but 1 velites only and 3 Equites with only 1 general guard.
4. The republic army is not a standing one and must be disband after the war is over. The Rome legion must be disbanded in Rome, while the ala legion can be disbanded in any IAC.
5. The maniples can’t be retrained and can only be merged after casualty over 50%. The holes in the line can be replaced by new maniples trained when troop in city or mercs on field.
6. After Marius Reform, the Legion can be recruited in Italy (south to river Rubicon) and the province will supply the Auxiliary.
7. In peace status (no faction at war with Rome, except for free people), the army maintenance fee must below 30% of the incoming.
8. The legion must not be moved if general killed. It will disappear if no new general assigned in 1 turn.
9. The maniple in legion can be sent out separately for mini-battle mission only if it can return to the General’s army by the end of the turn.
10. The legion must be settled in fort by the end of turn.
11. The legion must not be settled in Rome after recruited.
Campaign Map
1. Don’t use the assassin to kill the enemy general. You can only use the assassin on agents, such as diplomat or spy.
2. Don’t use the spy to open the enemy city’s gate and attack the city without building siege equipments.
3. Don’t build up fort for block the pass. The fort is used only for army’s settlement. It will vanish after the army left.
4. Don’t attack the enemy navy carry troops
Battle Map
1. Don’t try to route the enemy by kill their General first.
2. Don’t only use the Missile unit to consume the enemy troops. Send the infantry to attack after 3-5 times of projecting.
3. Don’t set the archer to fire at will. Archers must not fire at the enemy unit if it is in melee with your infantry.
4. If the maniple casualty is more than 50%, try to pull it back and replace it with the next line of maniple.
5. Don’t explore the flaw of AI.
Foreign policy
1. Don’t attack without announcement. Only use force when foreign policy doesn’t work.
2. Don’t declare war if the ally or protectorate agreement can be made.
3. Dispatch a diplomat to each of the faction you discovered.
4. Must provide military assistance to ally or protectorate once they are attacked.
5. If you can’t get the military access right from an ally, withdraw your army back once the war is over. Except you want to turn the ally to protectorate.
City Management
1. Before Marius Reform, only Rome and oversea province can be governed by player. The IAC can only be auto managed by AI, and only set as balance strategy.
2. After Marius Reform, the citizen of IAC was granted with Rome citizenship. You must send Rome office to the city as praetors, quaestors and aediles. The tribune in IAC must be recruited locally. The general recruited in IAC can be seen as Rome general.
3. There are 5 offices in Rome: 2 consuls, 1 aediles, 1 quaestor and 1 tribune. After Marius reform, the Rome office can be send to the city but Tribune must be recruited locally.
4. The city can not be occupied without Rome office. If there is no qualified office from Rome, the city must be set to highest taxi rate and no army can be settled in to calm down the unrest.
5. The requirement for praetor: command 5+, management 3+, influence 3+. You can only occupy a settlement with a qualified praetor, who can recruit army from the city and build up military buildings.
6. The requirement for aediles: management 3+, influence 5+. You can build up economic buildings if the city has an aedile.
7. The requirement for quaestors: management 5+, influences 3+. You can manage the tax rate if the city has a quaestor. Other wise it can only be set to very high rate.
8. Before Marius reform, only the Rome needs Tribune. After Marius reform IAC also need Tribune to be assigned. The city with Tribune can set daily game to maintain the order of the city. The recruit unit per turn equal to the tribune’s influence star level, the city can be calm down by settle army . You can build temple or sew when there is a tribune in city.
9. The office can’t be removed from the city once assigned except for a new office replace him or died.
10. The initial 4 generals can be assigned as Rome Consuls, Quaestor, and Aedile. You can employ a general as Tribune.
11. Before Marius reform, the general recruit in IAC can’t be assigned as legion general and can’t leave the city. You can recruit a new general if the older one is dead. There is no aediles and quaestors in IAC city.
12. The sacked city is not occupied permanently, the population must be slaved or slaughtered and all buildings must be destroyed. If set province, then only slave the people but keep all buildings.
13. A new occupied city must be assigned a praetor from Rome. So don’t expand too quickly if the qualified general is not enough to support.
General Management
Special Notes: In my house rule. There is a new feature I named as RPG rule. During the game, the player can only play as no more than one general, with who the player can enter the battle map. Only when this general is the commander of the legion, the player can command the battle. While the other battles commanded by other generals, can only be calculated automatically. This rule represents the truth of life and will save a lot of time, as if you command each battle, you will have to deal with too much tactic level work without enough time to deal with strategy level issues. Only when the general is retired or join the senator after 60, the player can pick out a new general from Rome as your new representative in the game, who is over 20.
1. The faction leader and heir are the two consuls and have to settle in Rome.
2. Youngling general must stay in Rome till he is older than 20. After that he can be appointed to a senior general as youngling apprentice.
3. A general can return Rome to be a Senator when the general is older than 60 and his influence is more than 5+. If there is no more space in Rome, the oldest senator should retire and move to another city around Rome (except for faction leader or heir, the consuls).
4. Your target is to bring up your general to the top rank of Rome: Consul. The faction heir can only be selected by AI not you.
5. You also need practice your other generals to improve their level so that you can expand your territory by increase province, because you need at least 3 senior generals for each province. After Marius reform, the official number for IAC is same as Rome: four Generals.
6. Don’t put your youngling apprentice in the front line straight away. Try to assign him some small battle to increase his experience.
7. The General Apprentice can command some units in battle. If he has not got any command star, he can only command the Equite. If he has got one command star, he can command one column of maniples (1 hastati, 1 principe, 1 trarii). If he got 2 command star then he can command one ala alone and can graduate from the consul’s guidance.
8. If the money is enough in the treasury, try to bribe some high level general from enemy.
9. The Youngling General must go back home city after 4 years training in Rome except for choosing as apprentice General of consuls
10. The office of province can not move to Rome except for being chosen as consul or senator.
11. The general of Rome legion must have at least 3 command stars. The General of Ala must have at least 2 command stars.
12. The Ala can’t fight alone out of Republic territory.
13. Before Marius Reform, the Rome general can move to the IAC for settlement. It’s OK if the AI choose him as governor. He still can be levied as Rome General in case.
14. The General must live in city not in garrison except for in campaign mission.
15. The army must not invade into the enemy territory too much without direct support from nearby Alliance, province or protectorate.
