The game is a simulation model -- no more and no less. If you take actions to "take advantage" of the limitations of the model, do not complain when it does not seem to result in a good simulation.
For example: several years ago (actual a few decades ago) I was involved in alpha testing a military war game with cardboard counters. Civilians hated the game because it was so easy to game the system -- all you had to do is rack up enlisted men deaths and you could meet the victory conditions in record time. The military veterans liked to game and found it quite tough since they were less willing to take actions towards the victory conditions that were expedient and resulting in many deaths to the team.
The computer AI does not seem to properly garrison the settlements and prefers to keep armies in the field. So fight the armies in the field before assaulting the settlements.
The army AI does not understand the advantages to the auto resolve system -- so fight the battles out on the battlemaps.
Etc.
