    Default Preferred settlement attacks?

Is there a file(s) that tells the AI what settlements to attack? I remember in vanilla where Milan always went after Dijon, Scotland after Bruges, etc. I still see some of this in SS but is is much improved, especially after 6.2. I was wondering what files can be edited to change this.

Nope, unless there are specific scripts for specific factions (check the campaign_script) then the decisions as to where to attack are determined by the long term goals engine (you can see it's workings out if you do a LTGD trace.

There you can see the various "points" that the engine gives to various targets to attack. I don't think that anyone has ever deciphered the algorithm that works out the points. You'll also need to work out what the targets are from a numerical value (and I've never managed that.)
GrnEyedDvl did lay out the ground work for this in mod workshop

(you will notice a complete twassock messing up the thread)

I was just wondering about tweaking a few things. First is Portugal going for Pamplona. Second is Sicily never going after Byzantium. At least these happen in my experience.

I've been seeing Sicily in the Balkans - but a lot depends I think on how successful their initial attacks in north africa are - if they fail and lose family members they tend to go a bit quiet.

Portugal goes for Pamplona as its often the last rebel region left near to them. Once the rebel regions are taken (or even under siege) all hell breaks lose down there.

(factions start at war with slave so they are the main targets, until turn 20 (?) when war breaks out - you can (somewhere) change that value.)

The campaign AI can be tweaked (but I've never managed to get to grips with it.) Or you might tweak the faction standings to encourage things to move in a particular direction. (I don't know what gracul has done with the latest versions of SS6.2 - ie what files he has amended.)
