the only thing that EB is missing is civil wars- that's what brought the empire into being, that's what formed the diadochi kngdoms, that's what marius started, it would also help break up the old "Yellow Fever, Blue Wave and Grey Tide" (on the old EB forums, anyone remember them?)

not if you make a general faction that emerges with the same units as the faction it rebels against, and why no emergent factions? What about the cimbri, the parthians who were nomads after all, and other steppe folk?

Perhaps it could be done with scripted rebels?
??Sirfiggin?? The Pahlava are already in EB1, as well as 2 other steppe factions. Why would we make them emergent? As for the Cimbri, well, so far only one of the ten new factions has been revealed...
Anyway M2TW works a little differently in that generals can defect to the rebel faction (that didn't work in RTW), so loyalty will play a part. But to have a real Civil War would require a different game engine: Total War is ultimately about generating battles, and doesn't handle politics or non-military conflict very well. We do our best with scripts and events and so on but the basic framework will always remain unchanged.
The team has said again and again no emergent factions. There are other mods that have them.

There will be no emerging factions in EBII as currently planned.
There will be greater scripting to increase internal discontentment. Expect native Egyptians to get discontent, Persians to cause problems for the Seleukids, and the Kionon Hellenon to constantly fragment.

that's an AAR, and factions who you give territories to will be unlikely to want to kill you
