Automanage = Rebellion?
I got sick of queueing up buildings (turns were taking like 15 mintes) so I set a couple of cities to automanage construction. Unfortunatly that means I also have to automanage taxes, and I can only either have very high or low. If I keep taxes high will the AI allow the settlement to rebel, or will it adjust to keep people happy?

Pretty sure the AI does everything it can to ensure your settlements don't rebel. Don't quote me on that though, I never use AI automanage. Just seems logical the AI wouldn't let your cities turn.

If you are trying to say that you have set the AI to maximize revenue vs. population growth, the AI will not put the settlement into rebellion for that goal, but your tolerance for risk may not be the same as the computer's equation. Settlements can always go into unexpected rebellion due to spys, natural disasters, etc.

Yes I believe the AI will alter tax rate to keep your public order up. I suggest though keep a sort of schedule to check your auto-managed provinces every few turns so if anything goes wrong you can catch it and hopefully fix it before any real damage is done.
