I've had that too, I want to offer him 1k for 100 turns as tribute (to keep my rating with him stable), and he won't take it, some other times, with other factions, won't go through either.

Because they dont need it or want it. They just want to kill you.

Well, what is your rep?
Your global reputation is probably quite low. If this is the case, no one really will want to enter into diplomatic relations with you. The other option is that your faction may personally be disliked by the faction you're trying to be diplomatic with.
Excommunications always have a period where you can't be reconciled no matter what (except maybe if the Pope dies). Also, in 6.2 there are conditions in which factions will flatly reject alliances or ceasefires no matter what you offer. Depends on your reputation, how many regions you have, your religion, etc.
Also the status on the Diplomat window seems to effect things alot
Happy , Pleased , Receive ally ussualy mean your offers/demands will be accepted and met.
Neutral requires a Good deal for them most of the time anything balanced or in your favour generally dosent work.
Receive enemy is the worst it seems , it dosent matter how much i offer or how good the deal is they will decline.
I cant remember the others and i generally only get the above but im pretty sure there are some like unpleased , unhappy or something unless im going mad.
Its always a good idea to give 100 florin gifts untill there status is pleased or happy early game it makes things a little easier. Have you ever offered Trade rights and alliance to a neutral faction as a "generous offer" but they have still declined? If you gave them 2-3 100 gifts first it would of been accepted. That 200-300 florins might seem like a waste but think about it your diplomat dosent have to wait another turn to try again and he can travel to his next destination and get more trade rights sooner. You soon make up for that 200-300 florins.
i find if you offer a faction land which is far from their borders they will not accept as quite rightly they will think, oh ille pay him his moneyu then helle just take the land back before i can send troops up to secure it, and then i wont be able to do anything about as im on the other side of the (known) world. Similar for 1k for 100 turns, 10 turns maybe but who is to know what will happen in 100 years.
Now gifts will always go down well and a good rep and diplomat will always get better results but i think the AI is good in this case for refusing such offers.
Its not the one with youre name on it, its the one addressed to whom this may concern you have to worry about

If you are gifting something, it will always be accepted from what I have seen.
If you are TRADING something, then the offer has to be somewhat reasonable both ways and they must be able to meet the demands. For example, during one crusade I was allied with the papacy, had a very good reputation, and had just finished gifting the pope 3 out of 4 cities I had taken. For the final city "Jerusalem" I thought I clicked 'gift' but must have hit trade by mistake. The result was that my offer to trade jerusalem for nothing was met with the text "I'm sorry, but we cannot meet the demands of your offer and must decline" or something close to that.
I also get that same message when negotiating for a cease fire and I am asking for more money than they currently have available. In that case I keep decreasing the "per turn" amount in the agreement while increasing the number of turns for the same end amount until they agree.
One thing I had with Poland , they always attacked one of my settlements and if I would send a diplomat a ceasefire offer appeared as "Very Genereous".
in my opinion the diplomatic AI is abit dumb...
