For me it would be the Dvors.. Heavy cavalry/horse archers.

It's just that the Dvor is one of the best heavy cavalry in the game. A lot of people call out all kinds of german and french knights but let's be serious, can you name another armoured heavy cavalry that's also a heavy archer? Meaning instead of having 2-3 Heavy Cavalry and 4 Horse archers you can just have 6-7 in one army that are BOTH. That means you have on average 240-280 arrows flying at the enemy only from your horse archers every second. Not to mention if you are the russians and have dismounted dvors than basically all your cavalry/infantry is also an archer.

Hungarian nobles or Bulgarian brigands , although it's not really eastern , just sort of exotic . Dvor archers are great also . Purely eastern , my pick would be the Mongol heavy horse archers or any type of Janissary unit

Most Western factions are sorely lacking in fast cavalry, so pinning down most of the Eastern factions fast cavalry troops is a difficult task. A jinetes heavy army is just about as difficult, esp. since the AI never seems to run out of javelins. I always hire as many Alan cavalry as I can when I move my Western power to the East - even if I have jinetes or border horsies.
Barring silly things like Mongol heavy archers or elephants (!), I would say Sipahi, or indeed any of the better horse archers.
Sipahi. The best cavalry in the game, I say with some confidence.
