Just a thought, but can the Ai win by fulfilling the win conditions for that faction?

It happens on the Americas campaign all the time when you play slowly as the Apaches. The Tlaxacans always win. It's almost a glitch.

For me it was the Aztecs...

But it was partially because of my own passiveness. It was just me, the Aztecs and the Mayans (and Spain on Cuba) remaining with no rebel territories between us, and I decided not to declare war but instead wait for them to attack. Well, they didn't and accomplished their campaign objectives. I had to reload and blitz their nearby territories to stop them from winning.
