If it is faction that has a differing religion then send plenty of priests/imans etc into the area. Coupling this with sending in a few spies, a settlement with a low garrison should turn rebel pretty easily. Other factors include the proximity of a enemy army and the popularity of the current governer.
A faction will turn completely rebel if all of its family members are killed. Hope this helps.

Rome. That should be hard, but possible. You'll have to send in an army of spies to do this.
Destroying their buildings with assassins can help as well. My 100th post btw. I'm becoming such a whore.
It's hard to coup Rome with spies because the Pope usually gets crazy administrative bonuses. If the Pope is not in Rome and is roaming around then you could probably try to send in like 7 spies with at least (4-5 skill level) ALL at once. In a few turns you will see the Papacy train troops like crazy in there to quell the resistance.
There is a better way to give the Pope a lot of trouble though. If your reputation is not good, offer the Pope money each turn. By accepting your bribes his reputation will turn negative quickly and all the other factions are going to try and attack them. It is hilarious. I managed to get this to happen as Spain. After that I conquered North Italy and bought all of South Italy except for Rome from the Pope as he was at war with like 5 people and the settlements were going to fall sooner or later.

Spies, Priests(if differing religions), Assassinate governors and buildings also send in loads of your armies if your at war and devastate the whole region.
If you control the college of cardinals, just attack rome and capture it, then kill the pope (if he wasn't in Rome). You will be reconciled because the pope died, and if your cardinal is elected your relations will go back up to perfect. Then give him some island and make peace with him, so he doesn't go asking for Rome back or trying to take it back. This is the simplest way.
At the beginning of the game, Rome has no buildings except a stone wall. If it's early in the game, send spies in and you can get rome to rebel very easily.
YOU will need more than one spy and you will need good ones, but to have good ones it's the same with assassins, take alot of time to get them strong
oh and trying to have a castle rebel is like trying to rob an officer in duty![]()

Very difficult to make Rome rebel. If you want the city, the best thing to do is gift some crappy land in the African desert to the Papacy. From here, kill the Pope, overthrow Rome and completely obliterate their army in Italy. The Pope will then re-appear in some poor distant African hut never to bother you or the rest of the Christian world again. The only problem with this is that you'll get excomm'd. But who cares? You've got Rome!![]()
Heh i managed to make Rome rebel doing everything u said. Sabotageing all buildings and assassinating pope and family member all the time. After i took rebelled rome an event came from the pope to give the Rome back to him
